I will put this in terms very easy to understand.. If we knew what was louder in every combo with this amp and that car, at comps all they would do is ask what you have.. no need for a meter..

go with the 15" jl is overpriced and overrated anyway .

It is more like 7+7+7=21. You only measure the width of the cone minus the surround. If you have a woofer with a wide azz surround, you lose that much more cone area. Alot of company's trying to get a azz of xmax, don't know how to make a surround without using surface area. So if you have a fat surround with alot of xmax you really are not gaining much. Because you are giving up surface area for more xmax.
