Issues with members Private Messaging

I've had several people tell me they can't figure out how to private message or that it just isn't working. I mean it's probably a couple of people a week. Is there any issue with PM'ing or do you have to reach a certain forum status to PM? I'm just curious because it seems like a lot of people have issues private messaging.

Yes, I think that was the issue. I had no idea that was a setting, it must be default turned to nobody, I've always had people PM me in the past. Thanks!
