Well if your using the youtube app that came with the phone, 3g only allows 480 quality where wifi will get you high quality vids!!
BUT... If your on 3g use the m.youtube.com page and it gives u the option to view HQ vids on 3g...

This. Ive had that page saved as an icon ever since I've owned iphones. Seems now they decide to add it for you..
