Yes it does ****. I got sprayed when in police training from a foot away, **** did it piss me off. I started yelling instantly, my trainer screams "NOT ME", he thought I was going to attack him and not the guys I was supposed to.... The new pepper spray that we have is no longer a water based solution that for the most part splatters off of you when it hits, it comes out as a stream and then turns to foam and sticks to you. It was great learning how to use it, drew my initials on my partners face with it from 15 feet away (using the inert training solution)....just cruel and unusual punishment. Now though, at least if I am faced with it and have to use it in the course of duty, I know what to expect from me using it and someone using it on me. The pepper spray we are certified to use carries a scoville rating of over 5,000,000 units and is based on pure Capsaicin. It is a controlled substance and a prohibited weapon in Canada.
