I'm Stumped

So most of the wires check to be hooked up to the right wires. But I get to this one wire that is driving me nuts. It is a starter wire "black with a white line" and it is cut un half one side runs to a rely than anther part of the rely with a green wire goes back to the other part of it. Than there is a orange wire a yellow wire also coming out of it. I have no idea what it is there for. I tried starting the car and all with the rely in and out no difference. Pic of it up in a minute.
