Out of my experiences, I'd say the people I know who aren't religious and don't go to church are "better" people/citizens. Out of all of my friends, every one of them who get's drunk out of their mind, smokes weed regularly, bangs a new girl every week, etc. is "religious." My two best friend are agnostic, like myself, and have better morals/manners/self control/etc than anyone else I know. They're also doing pretty well in life(one is an accounting major at SMU, the other interns for NASA as he's getting his masters), which I definitely can't say about most of the alcoholic/druggie/promiscuous "Christians" I know who don't make it through college or just fail at life in general.
Sorry for the rant. I'm not stating that every religious person is bad/immoral, just stating what i have noticed around me in my life.
