In this situation, she would force the chick to either reimburse him for his expenses, or sign the car over to him.
If there is other evidence showing that a deal must have taken place. She won't just automatically take the word of someone that a verbal agreement was met. Most judges will see there was some verbal arrangement if other records indicate it.

 
Verbal contracts are legal and binding in many states, but you've got to convince a judge it was a real verbal agreement.

Just the fact that she gave him the car and he made payments on it does say alot... I'd think a judge would definitely take it into consideration, but without a written contract, he's not guaranteed anything. Has to make a logical, coherent argument to the judge and hope he sees it his way.

also your friend will not see any money for maintenance etc.

 
First you must go to small claims to try and get a judgment rendered. At that point you can file a lien. And then basically the only way you can force someone to pay is to either wait till they try and sell it or get a lawyer to try and garnish wages.
