How UPS charges people

UPS charges in various ways.

They can charge by weight or by "billable weight" depending on which is greater. Basically if the actual weight is lower then billable weight(which is based on the girth of the package) they go by that. If it is not then they go billable weight. A quick search on their site will net more information and the math behind how they figure out what billable weight is.

If you are asking about enclosures, then if they are like mine with packaging add 2" to the hxwxd and just put it in the UPS shipping estimator with the correct zips and there ya go a close guess at shipping rates.
