Monkey is right however I always have that shit blowing down makes it seem cooler to me even if its just moving around hot air.

if you sit near a wall, pull up cause the air will go up and then be forced down the surrounding walls

if you sit in the middle under the fan then push down so it blows right on you

 
^ That's backwards from what they are designed to do.
But like I said, sometimes works better, especially if you have low ceilings.
Actually its not.

Hot air rises so in the summer you want it to pull the hot air down to the colder air to cool off the room, also to give you a breeze. In the winter you want to pull the cold air up to warm it up, also so you dont get that breeze.

EDIT: your way would work if you were attempting to cool off an upstairs area like my house is set up...every other fan is set to push air down in summer like designed.
