Homeowners

I have a question for people who own their own homes. If the city where you live decides to do major construction outside your house like adding roads and stuff do they consult you first? Do they need to get permission from the home owners? Because they're doing a bunch of construction where I live and I'm sure it's driving down the property value of the homeowners property. The new roads they set up are causing a ton of traffic outside people's homes and then there's the fact that they cut down a shit ton of trees to make room for it.
Basically my question is the bold part.
I don't live in the city bro...I live in the country...lots of woods, and birds, squirrels, chipmunks, skunks, porcupines, racoons, foxes (hot ones too! //content.invisioncic.com/y282845/emoticons/naughty.gif.94359f346c0f1259df8038d60b41863e.gif), moose, deer, black bear, fisher cats, turkeys, frogs, etc, ...dude, where I live, if your windows are open you will NOT be able to get to sleep with all the fucking wildlife racket goin' on out there in dem woods...construction is the least of my issues bro. //content.invisioncic.com/y282845/emoticons/fyi.gif.9f1f679348da7204ce960cfc74bca8e0.gif

 
yeah they can do wut ever they want including tearing up your yards and such... i got lucky.. i recently watched all my neighbors accross the street lose thousands and thousands of dollars of landscaping due to new lines being ran through the hood
