oh...I thought it was because most of the forums that use it look alike.

A template is simply a design. A template will include images and text formatting, and nothing more. It will be up to the web designer to add all the content and functionality.

vBulletin is a complete web application, meaning that when you install it on your web server it is up and running from the get go. All of the functionality is already in place. You can immediately login, add/delete forums, posts, users, etc, whereas a template is simply a way of displaying the information. As a matter of fact, templates are available for the vBulletin application.

Also vBulletin is open source meaning you can download it for free and modify it as you wish to make it do whatever you want.
