Head unit RCA output

Howdy,

I'm looking for a bit of help. I'm having an issue with my gear and I think I've narrowed it down but I'm not certain. Long story short, I'm not getting the amplification I should with my amps...mono block for the sub and 4 ch for the rest. I get audio, but not really amplified audio. It's almost like the amp isn't there. Issue is with both amps. I've checked power, ground, connections, settings, ect...all good. I have an alpine head unit that should have 4v RCA output. When I meter the RCA leads, I get well below 4v...around .5v even at a decent volume level. Am I correct in believing I should have a much higher voltage at the RCA output? Would a low RCA voltage cause problems with the amps ability to power the speakers? I'm pretty sure the amps are good. Hooked a tone generator directly up to the sub amp and got much better sound.

I'm kind of a newby so please be respectful with the responses. Honestly looking for help before going back to the installer all pissed off.
