You can own a handgun in NY, just not in NYC. You just need to get a Concealed Carry Permit. They take a while but they're easy to get. I got mine in a little under 3 months.

You need to get the form from your local Sheriff's office. Fill it all out with 4 references. Get 3-4 (don't remember) pictures of your self and $125.25 and get it back to your Sheriff's office. For speed it depends on what county your in. Yates (were I am) is known for being slow like 5-6 months but like I mention I got mine in a little over 2 months. You also have to be fingerprinted which turns a lot of people off. I think its well worth it!

Its very easy to get, as long as you don't have a criminal record. Just takes a little bit of time.

Probably MS-13. They're the ones you always see shit on tv about. Plus they seem to kill people for no reason what so ever. I'd bet money it was created by the CIA or something too. Apparently a year ago all the state police went to the schools here in town and talked to them about gang activity. Said some gang was running around doing initiations and they would be on a dark side street with their brights on. If you flashed them they would follow you and beat the shit out of or kill you. I always called BS but someone mentioned that above. Never did hear of it happening in town though. Just another reason to add on to why I will be getting a CCW when I turn 21.
