They were actually cheques for $6 million. They were supposed to deposit them and give him back $1 million, sent via Western Union.

Actually the back story is that Snipes was listening to some dodgy tax protester types and argued their lines of reasoning. The government wasn't buying any of it naturally. The IRS decided to make an example out of Snipes because he's a celeb, not because he's black. Those Revenoors have a hard on for tax protesters.

Wrong. over 95% of the IRS is comprised of white employees, making it a racist department. They pegged him for being black. The "make an example" shpeel is just smokescreen from the realissue at hand.
