Fixing up the bumper

I asked this question before but I wanted to revise it and ask for new suggestions since I now have a picture. I have a deep scratch on my front bumper and its pretty noticeable even from a distance. I want to try to will it in but iam no professional when it comes to body work. I also want to pain the filler to somewhat match the bumper. I have touch up paint but its a little darker than the paint on the car I guess do to fading or something. So my questions are...

First whats the best stuff to get bugs, tar, and other stuf on objects off the bumper?

Second, what should I use to fill the scratch?

Third, how can i make the paint a little lighter to better match the paint on the car?

blue coral car washing detergant for dirt/bugs/tar

body filler found at any auto zone napa or advanced auto

white auto paint? to lighten color

soap and elbow grease, the bondo and then use a white primer or white base coat over the primer as the lighter the color underneath the lighter the paint will appear like if you use black it will appear darker. or you can just fill it and primer it and get the bumper painted.

bumper covers flex when turning..etc. so bondo doesnt work. its hard.

clay bar to get all the crap off.

plastic welding to fill in the tear. light coat flexible body fill over the area. (prob want to take it to a professional)

you can go to any paint supply store and have them tint paint to match your vehicle.

thanks for the input guys. If anyone else has suggestions Iam still open I am not expecting the finished product to be absolutely perfect as where it looks like it was never there, just looking to make it appear less noticeable
