first time tunning with DMM - ALPINE MRX-MX100

So I made an audio cd with 60hz continious sound, set all my eq settings to bottom in HU, turned down my bass knob, set my HU to 80hz filter, on my amp I turned down all settings and then I played my cd with my volume at 30 which is 3/4 of the way. I then tested volts at speaker terminals and could not get a stable reading. It fluctuated all over but seemed to be in the 30 volts range. My JL woofer is W6V3 so has a 600 rms at 2 ohms which is 34 volts approximately. I left it this way and it sounded very weak. I turned up my bass dial on amp and my bass knob and it sounds better but wonder if I am tuned in correctly. What do you guys think?

 
LPF on sub needs to be all the way open then set to ~80 when done. If the audio quality of the test tone is ****** it probably won't be a stable voltage reading. Was it fluctuating in the 30-34 range? That is kinda large for a stable test tone. Mine sits right on 46V when i do mine at listening volume.

One more thing are you sure you have your sub wired up at 2-ohms and what amp?

I use the 50hz test tone on youtube.
