Filling 5x5x4" concrete vent in a garage.

Hey, guys. I'm looking to seal up my garage to extend it to make my girlfriend her own work studio, which will double as my mixing studio as well.

At any rate, as most of you may know: Garages have little side vents that look like cinderblocks turned on the side. They have 2 holes, which are about 5x5x4" wide, and each hole is about 2" apart. There are two of these, one on each side of the garage.

I was wondering what's the best way to fill these up. Since I'm putting computers down there, as well as paper and other things, I don't want them to be exposed to the ambient elements.

I also need to cover the vents in the garage door itself. You know, the slits on the bottom of the door. Also, would I need to somehow figure out a way to seal the sides of the garage doors, so that it will let the least cold air out? (I'm going to either leave the door open to the house, or connect an AC vent inside... or get an AC unit.

 
Take off the garage door and frame it out with insulation and everything bro.
As for the vents on the walls, fill them with expanding foam and slap dry wall/siding over those *******.
I wish! I can't, though. I live in a complex that's policed more than the streets of .

We leave our garbage cans on the curb for one night and get slapped with a fine that'd make Supa's mom jealous.

But expanding foam: I like that idea. Is that enough insulation, though?

I was thinking of getting some concrete mix, throwing a few rocks in the hole, putting concrete around it. Let it dry. Fin. Though, I've never worked with concrete. So, I doubt it'd be that easy.
