Fiberglass???

They need to put enough layers of FG to keep it from flexing. Once they have a solid surface, it needs to be prepped perfectly and use a good primer. Then they need to add a flex agent to the paint before they spray it. Any automotive paint shop should be able to get you what you need with 0 problems. If they can paint the plastic bumpers on the car without them flaking, they can do fiberglass.

 
Its a lot of work and sounds like they don't want to do it. They would rather make a couple grand screwing a body kit on rather than earn it with fiberglass work. I would quit going there...lol
