hmm... let me take a guess... but I could be wrong.

OP is tring to build a false floor (possibly spare wheel well), where he intends to mount some equipment and is looking to use fans to help with ventilation and air circulation.

OP wants to know if he can simply mount the fans on the false floor and then cover the floor with material.
