Those are two completely different situations... NOT stoping at a red light would mean you are mobile, which would obviously constitute a moving violation.you'd think that question is obvious right?
My friend was STOPPED on the side of the road and got a ticket for it, I dont' remember what the ticket was called but it was a moving violation.
He wasn't moving, but it was a moving violation? WTF.
