Does air movement = Loudness

No I'm not talking about frequency. I know lower notes move more air than higher notes but if you compare two cars both playing 35 hz, will the one that is moving more air also be the louder one to the ear?

No, air movement doesn't equate to loudness. If it did, all you would need to do to get 170+db is drive 70mph with the windows down.
I'm talking about air movement from sub bass, parked sitting still

 
not necessarily. The one that scores higher is usually louder to the ear(with some exceptions. Some cars might allow more air movement than other cars but its not necessarily louder to the ear. Been in cars doing half hair tricks but they only pulling a 145 db, not that loud at all.
