When the soundwave of the frequency is smaller than the size of the cone, the speaker's dispersion will narrow and the speaker will begin to "beam" (really poor off-axis response). Think of it like a flashlight, with it's focused beam of light. As you start to increase in frequency, a speakers dispersion will begin to narrow like the beam of a flashlight.
