Did I get scammed?

I got this email from paypal that says I paid someone $390 even know I did not.

This credit card transaction will appear on your bill as "PAYPAL ELUXURY*".

I dunno but it could be someone trying to get you to go to the link and enter your password... so they can scam you tomorrow.
