Why not move the books into the billion dollar "donated" plane that will be finished when Trump is out of office, and becomes part of his presidential "library"?

Why doesn't Trump just end NASA altogether, and give it to Elon?
I bet he'd do it if Elon donated another $300M or so to his "campaign" coffers.
