Cops target unsafe drivers on Parkway

Motorists who speed, tailgate or fail to wear seat belts while driving on a section of the Garden State Parkway near the Jersey Shore may receive a letter by mail in the coming months, warning them their driving behavior could be harmful.

State troopers are also stationed at certain Parkway exit and entrance-ramp toll booths to look for drivers who are not buckled up.

And during the next few weeks, State Police plan to have 25 Click It or Ticket details on that highway.

Overall, 235 people died in traffic-related accidents in New Jersey between Jan. 1 and May 20, down 18 percent from last year, State Police spokesman Sgt. Stephen Jones said.

But police are worried about the number of fatal crashes this year on the Garden State Parkway involving people who were not wearing seat belts.

Between Jan. 1 and Wednesday, 16 people had been killed in as many accidents on the Parkway. Nine of the 16 were not wearing seat belts.

Last year, 38 people died in 35 accidents on the Parkway, and 14 of those victims were not wearing seat belts.

Last year, 10 people were ejected from vehicles in fatal accidents. So far, this year, there have been 12 ejections in fatal crashes. Three of the 12 people who were ejected survived, but someone else in their vehicle died.

Major Mark Weeks, the troop commander for the Garden State Parkway, said police hope to turn that trend around with the informational letters, toll booth details and Click It or Ticket patrols.

"Our goal is to change drivers' behavior," he said. "What we're interested in here is decreasing accidents and subsequently reducing fatal accidents."

The Parkway's 172.3 miles of roadway run through 10 counties and see about 10,000 accidents each year, but there are often more crashes in the summer because that's when traffic volume rises.

Police hope they will soon be able to identify the type of driving behavior that leads to fatal accidents through a collaborative effort with the New Jersey Institute of Technology.

State Police have been working with NJIT to set up a program using existing and portable cameras at select locations between mile marker 65 in Barnegat and 98 in Howell so they can watch for speeding, aggressive driving, improper lane changes, tailgating and failure to wear seat belts, Weeks said.

Police hope to start that program within the next few months and they believe that technology will also allow them to identify hot spots so extra patrols can be sent to those areas.

Through that program, an informational letter will also be sent to the registered owners of vehicles, letting them know the date and time improper driving habits were observed and reminding them that that sort of driving could lead to traffic accidents.

"This has never been done on this scale before," Weeks said. "We don't use the information for enforcement in any way. The information will be collected and disseminated by NJIT."

While that initiative will target different types of dangerous driving, State Police are also running other programs to encourage drivers to wear seat belts.

About a week ago, State Police started a toll booth detail on the Parkway.

Troopers are stationed in unstaffed tooth booths on exit and entrance ramps, and if they see drivers who are not wearing seat belts, they will radio ahead to other troopers, who will stop those vehicles, Weeks said.

State Police also plan to have 25 Click It or Ticket details on the Parkway in the next few weeks, he said. The state and many municipal police departments receive federal grant money for those seat belt enforcement details.

"The whole core message we're trying to send here is: If you wear your seat belt, there's a very good chance you'll survive an accident," Weeks said. "What we are trying to do is educate people and get some compliance and change driving behavior."
