I lived in Florida for 12 years. The feral cat population down there is astounding. Ive seen 'herds' of wild cats roaming the streets at night. The sad part of your story... okay one of the sad parts of your story is, she thinks she is helping those cats, but in reality she is simply encouraging more breeding, and hence more starvation for future generations of cats. Good intentions dont guarantee positive results.
