No doubt, the kid was 3, at 3 most kids are ****in around with everything and anything. Hard to watch 24/7. Puttin 100% of the blame on the parents is assinine not knowing EVERYHING that happened.

They let the truck sit unlocked. This truck was obviously in a spot where it could run and gain enough speed to get over the height of a 3 year old's torso ~6 inches. 6 inches is a lot of room for a big wheel going under ~10 mph. *shrug*
