coaxial's tweeter is crackling

crackling at high volume, but 20watts less than rms sent to the coaxial.

I think it might be insufficient caps not blocking enough bass. would it be worth it to try and throw some new caps at it since the tweeter wiring is run externally and is easy to get to?
