I took my cmax banks out last weekend getting it ready for a wall they were at 15.3 . Tested then last night and one of my banks were at 1.5 v . I put some charge to it and it charges up but it is gradually losing voltage. I'm assuming I have some bad cells but curious whats the proper to tell which ones are bad or not ? TIA!

Hmmm, taking a stab here. This assumes you can use (and own) a volt meter and can test the individual cell(s). Here is a link that might help.
