This is going to sound retarded but it has fixed these mobile connections on more than one occasion (I service pc's)

Open the command prompt as an administator (right click cmd and hit "Open as administrator)

type in "netsh winsock reset" without the quotes,restart your pc and see if the speeds are better.

Clear uses same technology as a cellphone they share tower space with sprint. The company ran out of funds during there build last year this year they have started removing some of the sites. The technology should be capable of up to 4g speeds though so you do have some type of issue. Not worth trying to get resolved though the companies future does not look to good.

When I had clear.. It was either feast or famion.. I Could get upwards of 20+ MB/s or it would be horrible. The only good thing about it that it is no contract which is good.

Man that's *****. I can tether my galaxy s3 and pull atleast 10mbps and up to 18

Bitrate with tethering seems somewhat dependant on signal strength.
