There is no window to the bathroom, There is an exhaust in the bathroom but it does not work. I've made calls before but they do not come to fix it. (I work for Uncle Sam)

 
Then this could just be mold build up from lack of ventilation. When you shower the moisture builds up on the walls and ceiling and doesn't dry out because there is no where for it to go.

Uncle sam has deep pockets to sue if you develop some medical problems. Who owns and operates this building?

Local health dept would be interested in your compliants.

If this is work related you can also complain to OSHA.

Get that vent fan fixed.

 
you need to tear that drywall out. Another thing is to encapsulate that stuff. Repaint it with a moldicide paint.

get that fan fixed asap. Did you check it? alot of times they are just unplugged. If if your going to replace it, get the largest cfm fan that will fit in there.

And clean with a product made for mold.

Honestly, mold is bad. if thats the Stachybotrys kind, I would not stay there.
