Best Amp for These Subs?

Hey guys, I currently have 2 Pioneer Premier TS W3001d4 and I am looking for an amp. The subs are 1000 RMS each. The amp doesn't have to be completely up to par with the subs and it should be under $400 preferably.

Also, will I have to upgrade my electrical for these subs? I have a 97 Explorer.
