bass knob only works half way?

Just put in my SAZ 2000d.

its on a little shiesty sony xplode. no more than 400 watts. i don't have the gain high at all. and wheni put the bass knob it, it only changes the output up to about half way, and half way seems like 100% and im afraid turning it more, (while no audible difference) just clips or somthing.

am i setting something wrong? or is that how all bass knobs are? and when its all the way "down" its just really low, there is still bass from the sub, which to me looked like the gain was too high, but not the case.
