what does that mean?
Google is your friend... However, if you don't have time, it means roughly "Therefore, he who desires peace, let him prepare for war." The common way most people know it and write it is "Si vis pacem para bellum" which means roughly "If you want peace, prepare for way." It's latin, btw.

Vegetius is the general who is credited with coining the phrase. Take a few classics classes to understand the full implications behind it.
