Amplifier output -> speaker volume

This may sund like a stupid question, but is the wattage output of an amplifier proportional to the speaker volume, or would a 700 watt rms amp put out 700 watts even at a lower volume level?

The reason the volume gets quieter is because the output from the amplifier is decreased.

thats what the gain does if i understand correctly...it starts sending the power at lower volumes the higher you set the gain (although it does not effect max output)
