amp won't turn on randomly

I have a profile ap700m 350 watt monoblock amp running a JL 10w3. I was toying around with a shelf to put the amp on so I unwired it. When I wired it back up, it won't turn on. None of the lights turn on (power or protection). The only thing I could think of would be when I was removing the power wire, it touched the ground and sparked. All of the other electronics work fine, but I was wondering if it blew the fuse.

I put a DMM on the power and ground terminals and I get a reading of ~30 DC volts.

Any idea what I need to do?

you are doing it wrong if you got 30v on a 12 volt system
