Amp won't turn on after long winter please help

Ok so I installed my American bass PH 4000D back in December, It worked with no problems what so ever. Now due to legal troubles I was gone for 3 months I get home in march ready to play with my system, only thing is my amp will not turn on. I let the car run for ten mins and had the heat cranked up thinking the amp was just cold, well 20mins later and still nothing drove around nothing. Checked my voltage at the battery and after fuse everything was good then I tested the power and ground at the amp and suddenly my voltage was low down to about 2 I believe, I then checked the wire itself right before it goes into the amp by poking the prong through the installation and the voltage is normal. Ok so now I'm kinda lost what could have gone wrong from the amp just sitting exactly how I left but for 3 months in cold MI weather?

Check all connections, up at the battery, make sure the fuse is tight, ground is tight. Where is your ground?

Check the rem cable and make sure that's at least 12v.

Bad ground sorry for the thread when I could of figured it out myself
