Amp (system) barely hitting???

This is my current setup:

Headunit: Pioneer AVIC-D3

Sub: Image Dyanmics ID12

Amp: JL Audio e1400d

After hooking it up, I can see the woofer barely moving let alone hear it. So I turned my headunit up to 3/4 volume and I hooked up a DMM and I got a reading of only 2volts! What's wrong with my system?

I had a 500/1 and a 10w7 and it was fine, although I did have to set the amp to "low" input.

 
Ok, I'm back at square one...

I swapped out my head unit for another brand new one. Still the same problem. I made a better contact point for the ground. I also tested the power and ground with a dmm. I also even used the direct input wires instead of the rca's and the problem still persists. I'm beginning to think it's a bad amp?
