Amp shutting down?

I have a question if anyone can help me. I have a old Phoenix old ZX500 amp. When the amp runs with power the THM light comes on with no load on it..Is this normal? Im bench testing the amp..The fan runs as well..HELP!!! Once again the amp is on the bench just hooking up power & ground..
