Amp putting out dc voltage at speaker outs with no inputs to amp.

I have a crappy ole bazooka 4chan amp that I am trying to get working for a mate but the only

positive is that it power's on... when I have the speakers hooked up but no rca or hi level input's even going into the amp it immediately starts to move my speakers back and forth just from the raw power. I got the meter out and figured I am gettin voltage but just how much I wanted to know. I metered 6.8 fluctuating up to 8.9 VDC. Why on earth would this amp be doing this and could It possibly be a blown fet?
