Amp freq response

this may seem as an idiot question, but i'll pose it as Ive never gotten a definitive answer...Does an amp have a freq response that it can and can not play? I have always thought that they do. For instance a mono amp that has a freq response of 20-200 will only play within that range, correct?

I ask because I see some mono amps that have freq response of 35-whatever. Does this mean that the amp wont reproduce bass under 35hz, and therefore you are losing out in low hz response? If so, thats kinda shitty!!

 
how gradual is the roll off? If the amp is 35hz +/- 3db, is that slope gradual to say 30hz? Or is it fairly steep. The reason I wonder is because I plan on making a box tuned at 30hz, but the amp I plan on using is 35hz +/-3db. Is this still feasible? Or will my box be tuned too far on the slope?

 
each amp is unique. i'd call the manufacturer, talk to technical support, and discuss it with them.
its a Hifonics Brutus. I had a Hifonics Titan before, and I did feel that it was somewhat lacking on the very low end, but I never really knew why
