No, not really, its just that most mono amps put out power at 1 ohm so you would need a bigger amp to get enough power at 4 ohms. There is a guy (tc3k... I think) who is selling a JBL amp that puts out plenty of power around that budget.

truth, i also have a px600.2 that does good power @4ohms.

 
hifonics brutus bxi1208d should do around 400w @ 4, then give you room to upgrade subs and get 800 @ 2 and 1200 @ 1.

or find a 2 channel. like a sundown sax125.2. bridge to 4 ohms mono and get probably 400w out of it

those are overrated but not by much, he would prob see around 250-300@4ohms

He wont find a Sundown for under 200, almost sure.
