Air leaking

I bought a Power HX2 10" subwoofer but it is not working properly. I tried it in both its recommended ported and sealed enclosures. Both gave me the same results. It reaches full excursion at very low volumes and sounds like it is bottoming out. I have an SSF and I tried it with 500 and 700 watts RMS. I am not overpowering it, or underpowering it severely. The coils read fine.

When I push down the cone, however, I hear a little whistle. It sounds like air may be leaking around the cone. Could this cause the sub to reach full excursion so quickly and bottom out?

 
Yep, silicone to the rescue!.

anything that leaks out anywhere on the box except for the port will kill bass and reduce the effectivness of the enclosure.

 
i think if its a lot of leaking air it might but if its just a little hole shouldnt, if its leeking around the sub take the sub out and put a bead of silicone around the mounting hole and let it dry the silcone bed should make a gasket like structure
