Do you think this has any purpose other than to keep water off the speaker?

I have to make a baffle for it, should I ditch this thing or use it?

 
ditch it. looks like it came off of a GM, possibly a cavalier. I had them in mine and got rod of them.

I have my speakers mounted to the outside of my door panel. you could grab these tho

then you could stick most 6.5 drivers there.

 
Yes those adapters are for a Cavalier. Basically they just held the 4x6 at a slight upwards angle for a little better imaging, but I had to completely remove mine to make a 5.25 fit. I'm sure a 6.5 could fit though. OP, yes ditch it and make a new baffle. I had to use 1/2'' because of clearance issues.

 
They are nice 4x6s. Should get some good sound out of them. If you can remake that plastic baffle with some MDF, you would get better midbass response out of it.
