exaclty animal aggresion is genetic , they were originaly bred to "manage" angry 1800lb bulls which is why they are bred to have no fear of animals (animal agression) and when they bite they hang on and thus the generic term "bull" human aggression has to be taught and learned . . i grew up around numerous apbt and breeding .

Probably because they weren't bred specifically for fighting. I'd assume both breeding and upbringing has a lot to do with it. You get a praticularly aggressive male and female and I'd assume their offspring would continue the gene. That being said, if you condition a dog to fight it'll be aggressive, too.
