You would treat it like refinishing chrome on a car. Maybe light sanding, buff then polish.

Use a light buffing compound and a dremel with one of the soft white buffing wheels.

Brake cleaner removes permanent marker instantly.

It looks like it's pretty beat up. Wet sand down the entire basket with 2000 grit sandpaper. Then use a random orbital buffer and chrome polish to polish it back to new.

Sand more in areas where rust has built up, until it is gone.

Using sand paper on chrome is usually a bad idea, even if planning on coming back with a polish.
