2 12" in a Ported or 1 18" Sealed

Right now all i have enough room for is a either 2 12s in a ported box at 4.2 cubes, which is my current set up with two SA-12s and probably getting a Rockford Fosgate 2500. or would a single 18" with a 2500, i would probably go with a Fi Q, in a sealed box because i dont think there will be enough room for a ported 18".

What would get louder?

My 12s ported even my 8s ported were louder than my Q 18 sealed.
