L7's have a stronger motor.Sensitivity doesn't mean all that much.

why not get a dual 4 ohm L7.....just run 1 L7

if you're set on getting one or the other, i'd go with the l7's so you have headroom to upgrade amps later for more output, like was said. i haven't really been impressed with the sound quality of the ones i've heard, but they've mostly been in kicker prefab boxes, i've never heard one in a custom box.

L7's. They'll be a bit starved off the 1500.1 amp, but they'll still perform nicely.
