Also wondering where the most reasonably priced 12" or 15" carbon fiber cone is.

I got a few 12" Ti frames, Dunno where you'd get QCA ring though.

Yes, you just need to machine it the OEM TC rings to fit inside of the 12" Basket.

OH no, it's a great material for woofer parts. Just the term "reasonably priced" doesn't really fit with CF. Should be able to mount QCA ring to any frame, you'll just need the correct thread for whatever model and year motor you're going to be using.
