1000 watts or 1500 watts???

ive got two JL 10w6v2's rated at 600 watts rms.. should i get a rockford fosgate 1000 watt amp, or a 1500 watt amp and just keep the gain down?? would it even make much of a difference?

Depends, do you have the amp's from your electrical system to run the 1500? I have a 1500.1 myself and even running it at 4 ohm (1200rms) my electrical system cant keep up.. I'd consider that..

In a perfect world, what is the additional watts? 1.5 dB at best?

I used to laugh at my friends who swapped subwoofer amps from 800 watts only to go to 1,000 watts. IMHO, unless one is doubling the power, it is pointless to upgrade.

In the OP's case, I'd say flip a coin.

depends on the amps, if the 1000 watt amp is better quality go with that, what are the 32 amps ur thinking about,
